The Navy has fired the leaders of two separate commands in San Diego without specifying why it took action in either case. On Wednesday, Capt. Lester Brown Jr. was removed as commanding officer of the Navy Leadership and Ethics Command “due to a loss of confidence in his ability” to lead, the Navy said in a statement.

The challenger in San Francisco’s mayoral race has declared victory while the San Diego incumbent maintains a lead, according to election results.

Outside the city of San Diego, a number of mayoral races remain up in the air as of Tuesday night. The incumbents in the cities of Oceanside, Lemon Grove and Encinitas are in a dead-heat in their re-election bids based on early returns from the San Diego County Registrar of Voters.

City Councilman Stephen Whitburn Wednesday defeated lawyer and educator Coleen Cusack in the race for the Council District 3 seat representing the city's downtown and governmental core.

Chief Deputy City Attorney Heather Ferbert is up against Assm. Brian Maienschein for San Diego City Attorney. Ferbert and Maienschein -- both Democrats -- are in the running to replace Mara Elliott, who has termed out.
